Job Summary
We are seeking an experienced IT Project Manager in Frederick, MD to support our client who is establishing its Project Management Office (PMO). The IT Project Manager supports the PMO formation, implements project governance, and guides the design and management of project management tools. This role will also oversee IT-related projects and ensure PMO systems and processes operate effectively and consistently.
You will play a key role in standardizing project practices, enhancing visibility across programs, and supporting leadership as the client builds a mature and scalable PMO environment.
Location
This is a full-time hybrid role. In office presence at least one day of the week is required during the core days of Tuesday to Thursday. Candidates must live in a reasonable commuting distance of Frederick, MD.
Key Responsibilities
Project Initiation
• Execute best-practice initiation activities aligned with PMBOK, including development of early-stage artifacts, tools, and templates.
• Assess project needs, confirm alignment with internal PMO governance, and support determination of project level and complexity.
Project Planning
• Define and document project scope, deliverables, timelines, resources, risks, and budget estimates.
• Facilitate cross-functional communication to ensure clarity and alignment among stakeholders and technical teams.
• Develop comprehensive project plans and establish monitoring frameworks.
Project Execution
• Oversee day‑to‑day project activities to ensure tasks are delivered on schedule and within budget.
• Conduct regular progress reviews, quality checks, and risk assessments.
• Communicate updates clearly to technical and non‑technical stakeholders and support timely decision‑making.
Project Monitoring & Control
• Track performance using KPIs and appropriate project management tools.
• Identify and address variances promptly, implementing corrective actions as needed.
• Maintain transparent and consistent reporting on risks, milestones, and changes.
Project Closing
• Ensure all deliverables meet defined quality criteria and contractual obligations.
• Document lessons learned and prepare closure reports.
• Facilitate formal project acceptance and transition ongoing responsibilities to appropriate teams.
Ongoing Performance Deliverables
• Support design and optimization of PMO project management tools, including:
– Scorecards
– Onboarding frameworks
– KPIs, dashboards, and reporting metrics
– Action item tracking
• Conduct process and governance reviews to identify areas of improvement.
• Independently manage projects of varying complexity and risk.
• Provide advisory updates to the PMO Manager regarding project status and PMO operational efficiency.
Qualifications
Education
• Bachelor’s degree in Business Administration, Management, Engineering, or a related field.
Experience
• Strong understanding of IT systems, infrastructure, and the software development lifecycle.
• Proficiency in tools such as Microsoft Project, JIRA, and Smartsheet.
• Demonstrated leadership and team management abilities.
• Exceptional written and verbal communication skills.
• Strong analytical thinking and problem-solving abilities.
• Experience in grant writing and grant financial management (preferred).
Certifications
• PMP or equivalent project management certification (highly regarded).
